BCAARRD set to initiate Pili NICER ProgramMonday October 28,2019
Supportive to the country’s thrust to increase research projects for inclusive growth in the region, Bicol Consortium for Agriculture, Aquatic and Natural Resources Research and Development (BCAARRD) has initiated a consortium-led research program on pili nut, one of Bicol’s flagship commodities. Such initiative resulted in the approval of the Pili Niche R&D Center for the Region (PILI NICER) Program under the Science for Change Program of the Department of Science and Technology (DOST).
The Program will run for three years with a total cost amounting to Php 46, 449, 254. Pili NICER program has project components being spearheaded by the Consortium Member Institutions (CMIs) with proposals submitted to BCAARRD last 2016 and 2017. Bicol University College of Agriculture and Forestry (BUCAF) in Guinobatan, Albay is implementing five out of the seven projects in the program, hence, Bicol University is the lead agency with Dr. Marissa N. Estrella as the Program Leader.
On the other hand, Partido State University (ParSU) is leading the Knowledge Management (KM) Project on Pili with Dr. Ronnel Atole as Project Leader, and Central Bicol State University (CBSUA) on Geo-mapping and Characterization of Pili Production Areas in the Bicol Region with Dr. Vladimir Foronda as Leader.
The proposals were evaluated by DOST-PCAARRD internal and external evaluators to compose the Pili R&D Program. Revisions and consolidation of proposals were done and the program underwent a series of presentation and defense at the following:(1) DOST-PCAARRD’s Directorate Council on last March 05 in Los Baños, Laguna; (2) DOST Executive Committee last March 13 at the DOST-PNRI in Manila; and (3) DOST Governing Council last April 05 at the DOST-PhilVOLCS in Manila.
The Program was also approved by the Research and Development Committee (RD Com) of the Bicol Regional Development Council (RDC) and also by the Regional Development Council during its Full Council Meeting last June 07 at the National Development Authority (NEDA) in Legazpi City.
The Pledge of Commitment signing was done during the opening ceremonies of the recently concluded 2019 Regional Science and Technology Week, back-to-back with the Bicol Regional Invention Contest and Exhibit (RSTW/ BRICE) celebration, held last 8 and 10 October 2019 at the Bicol State College of Applied Sciences and Technology in Naga City. The Inception Meeting is set on 28 October 2019 at the BUCAF FTC Hall for levelling off among the implementers to facilitate Program implementation. (Maria Gracia N. Sanchez- BCAARRD)
