DARPO seeks BU to assess poverty alleviation program

June 10, 2024

With a Memorandum of Agreement signed between the Department of Agrarian Reform Sorsogon Provincial Office (DARPO) and Bicol University (BU), an impact evaluation study on DAR’s Partnership Against Hunger and Poverty (PAHP) program will be conducted by the university from March 1 to July 31, 2024.

This agreement will assess the PAHP program’s effectiveness in achieving its goal of mitigating hunger, enhancing food security, and reducing poverty among Agrarian Reform Beneficiaries (ARBs). This also includes the development of a research design, the conduct of the study, the consolidation and analysis of the results, the presentation of the findings to DARPO, and the submission of a comprehensive report.

The intellectual property rights of the research outputs will be jointly shared by BU and DARPO, ensuring mutual benefit and future utility of the findings. The agreement also includes a non-transferability clause without prior consent from both parties.

This will be carried out through BU’s Center for Policy Studies Development (CPSD), under the leadership of Director Dr. Elmer A. Lorenzana. Also present in the signing program were BU President Dr. Baby Boy Benjamin D. Nebres III, CPSD Technical Staff – Emmanuel M. Preña and Cherrylyn P. Labayo, Liza B. Repotente, OIC Provincial Agrarian Reform Program Officer (PARPO) I, and Nida A. Santiago, PARPO II, DARPO Sorsogon.

This partnership highlights the commitment of DARPO and BU to using research-driven approaches to enhance agrarian reform initiatives and improve the lives of agrarian communities in the region. | by Arnold C. Noda – IO III, BUCPRO
