BU HRDP grantee receives SIDA Scholarship; attends Circular Economy Training, ELG2023 Conference in Vietnam

To provide Southeast Asian researchers with valuable training and enhance their understanding of the circular economy and improve their research capabilities in the field, the Regional Workshop on Measuring and Implementing Circular Economy in Southeast Asia was conducted in conjunction with the International Conference on Economics, Law, and Government (ELG 2023) at the University of Economics Ho Chi Minh City (UEH), Vietnam on September 26 – 30, 2023.

Bicol University was represented in the two events by Assoc. Prof. Erwin E. Torres through a scholarship grant from the Swedish International Development Cooperation Agency (Sida) and the Economy & Environment Partnership for Southeast Asia (EEPSEA Partnership).

The EEPSEA Regional Workshop 2023 on Circular Economy Measurement and Implementation in Southeast Asia taught the participants how to estimate and interpret Circular Economy Index, Environmental Performance Index, (Sustainable) Development Infrastructure Index, and Environmental Efficiency Index. The challenges and opportunities for the implementation of circular economy in Southeast Asia were likewise discussed. There were 37 researchers from universities, national government think tanks, and ministries of natural resources and environment from Southeast Asia, Korea, and India participated in the workshop. It was facilitated by Dr. Almas Heshmati, a Professor of Economics at Jönköping University. He was a Research Fellow at the World Institute for Development Economics Research (WIDER) of The United Nations University, and an Associate Professor of Economics at the Stockholm School of Economics. Prof. Heshmati is among the top 1% global economists, according to IDEAS and REPEC’s list.

With the theme “Accelerating Inclusive Green Transition in Developing Countries”, 105 research papers were presented during the 27 sessions of the ELG2023. This constitutes 42% of the 252 paper submissions for the conference. The plenary speakers were Dr. Almas Heshmati who talked about “Nonlinear Dynamic Gravity Model of Bilateral Trade with Flexible Adjustment Speed”, Dr. Robert Costanza discussed “Addicted to Growth: Societal Therapy for a Sustainable Wellbeing Future”, and Dr. Ermal Frasheri tackled the “Extent and Constraint of Using Law as An Agent of Change in Creating a Circular Economy”.

Dr. Costanza is a Professor of Ecological Economics at the Institute for Global Prosperity (IGP) at University College London (UCL), Senior Fellow at the Stockholm Resilience Centre in Stockholm in Sweden, and Honorary Professor at the Australian National University. Dr. Frasheri received his S.J.D. from Harvard Law School, and is a fellow at the Center for International Development at Harvard Kennedy School. ELG 2023 was chaired by Dr. Pham Khanh Nam, Associate Rector of the College of Economics , Law, and Government of the University of Economics Ho Chi Minh City, and the Director of EEPSEA Partnership.

Assoc. Prof. Torres is a Technical Staff member at the Bicol University Center for Policy Studies and Development. He is a recipient of the Bicol University Human Resource Development Program (HRDP) for a PhD in Agricultural Economics at the University of the Philippines Los Baños. He is also a Graduate Research Fellow under the Graduate Research and Education Assistantship for Technology (GREAT) Program of the Department of Science and Technology Philippine Council for Agriculture, Aquatic, and Natural Resources Research and Development (DOST PCAARRD) and DOST Science Education Institute (DOST SEI), and Pili Niche Center in the Regions for Research and Development (Pili NICER) Program of Bicol University. He presented the paper “Internalizing the Environmental Cost of Technology Adoption:  A Prospective Life Cycle Assessment of the Philippine Pili (Canarium ovatum, Engl.) Nut Processing Sector” during the ELG2023.
