Bicol Consortium for Agriculture, Aquatic and Natural Resources Research and Development (BCAARRD)
On 26 January 1976, five research centers/colleges bound themselves under a Memorandum of Agreement to form the Bicol Agricultural Research Complex (BARC) to support the National Research Network (NRN) in agriculture and natural resources and to optimize the use of limited resources in the region. It was later named as Bicol Consortium for Agricultural Resources Research and Development.
Through the challenging years, it welcomed more members to its fold, and evolved into lives of the Bicolano farmers. More technologies were generated and adopted that contributed to agricultural development.
In 2014, BCARRD was renamed as Bicol Consortium for Agriculture, Aquatic and Natural Resources Research and Development(BCAARRD). It continues as a partner in countryside development. Its twenty strong and dynamic member institutions with specific mandates, move ahead in pursuit of a common goal. Through the Consortium arrangement, the member-agencies are able to optimize the utilization of their human and physical resources on crops, livestock, fisheries, soil and water resources, forestry and socio-economics.

Regional Research and Development Coordinating Council
The RRDCC is the governing and policy-making body of the Consortium with the goal to promote science and technology applications for agriculture, aquatic, forestry and natural resources through the DOST-PCAARRD banner programs.

Composed of representatives from agriculture, aquatic, forestry sectors and from the National Economic Development Authority (NEDA) and from State Universities and Colleges (SUC)/Higher Education Institution (HEI). Headed by the Chairperson and Vice-Chairperson of the RRDCC.
The Board recommends policy directions, annual budget and financial mangement protocols to the RRDCCl; insures consistent performance on achieving target deliverables; provides guidance to develop self-reliant and sustainable plans and programs and provides strategies for the active participation of the member institution in key activities. Aggressively, facilities for the active participation of CMIs in DOST-PCAARRD’s national and regional R&D agenda; and provide favorable work environments for CMIs to provide counterpart funds for the RRDCC priorities.

The Secretariat undertakes the administration, coordination and control of the Consortium in accordance with the policies and guidelines promulgated by the RRDCC. The Secretariat is located at BUCAF Brgy. Morera, Guinobatan, Albay. BU serves asthe base agency per original MOA signed on 6th February 2004.
Consortium Director
The Consortium Director heads the Secretariat, manages the daily operation of the Consortium and administers activities in line with the policies formulated by the RRDCC. He/she also serves as the ex-officio member and secretariat of the RRDCC and the Executive Board.
Research and Development Cluster (RDC)
The cluster is responsible for assisting in the formulation of short, medium and long term regional research and development plans; annual work plan. Coordinating the monitoring and evaluation of the on-going and completed R&D programs through agency in-house reviews, regional symposia on R&D Highlights (RSRDH), Program/commodity reviews and field visits.
Technology Transfer Cluster (TTC)
The cluster is responsible in gathering and consolidating information from CMIs, on research activities and technologies; Facilitation of initiatives on technologydissemination and packaging for commercialization activities; Coordinationof trainings related to technology promotion and utilization; Promotion of government and non-government participation and other stakeholders in the application of innovative technologies for higher productivity and profitability.
Knowldge Managment Cluster (KMC)
The cluster is responsible in coordinating, capturing, developing, sharing and put into effective use the various S&T related information of the Consortium and its CMIs; Providing communication support and complementing the communication resources of the Consortium Member-Institutions(CMIs) Fostering inter-agency collaboration and providing the venue to upgrade regional communication capability.
