The aforecited vision is rooted in Bicol University’s mandate as provided in RA 5521 which is “to give professional and technical training and provide advanced and specialized instruction in literature, philosophy, the sciences and arts, besides providing for the promotion of scientific and technological researches, (Sec. 3).”

History
Facing the commercial center of the municipality of Daraga, Albay in the campus cornered by Rizal and Regidor Streets is the young Bicol University College of Business, Economics and Management. Spanning three (3) University Presidents and four (4) College Deans, in fourtenn (14) years, the institution of Higher Learning already made its mark not just to its mother town and province but to the entire country and the international community as well.
Its graduates consistently bring the school to the nation’s best in accountancy licensure examination, many of its alumni have become successful professionals locally and in other countries, its faculty members are recognized by national professional organizations, its extension activities have benefitted the region’s local government units, and its research outputs have landed in the international refereed journals.
The BUCBEM, as its called, legally started as a college on September 10, 2004 wit the implemetation of the Comprehensive Bicol University Development following Board of Regents Resolution 072 s. 2003 dated September 25, 2003 through the leadership of the BU President Dr. Susana C. Cabredo. The Plan created, from the former BU College of Arts and Sciences (CAS), Institute of Computer Science (ICS), and the Institute of Communication and Cultural Studies (ICSS) new colleges namely, the College of Arts and Letters, the College of Science. the College of Social Sciences and Philosophy, and this college – the College of Business, Economics and Management. The historical trail of BUCBEM, in whole started with the beginning of the Bicol University itself and was given distinct and full status after the blending of CAS, ICS, and ICCS to become entities with diferrent nomenclatures in 2004.
Initially, the college consisted of four programs originally coming from the former CAS – Bachelor of Arts in Economics, Bachelor of Science (BS) in Accountancy, BS in Entrepreneurship and BS in Administration, (BSBA) major in Management (which was later on officially modified to BS in Management). In 2007, the BSBA with majors in Financial Management, Human Resource Development, Marketing Management and Operations Management was offered. The BS in Accountancy, on the other hand, from within the course. opened a catch program, the BS in Managerial Accounting. The BSBA major in Microfinance was also offered later.
The College was ably served by three Deans frm April 30, 2005 to April 15, 2015 who were Dr. Edwina N. Morasa (ret.), Dr. Liwayway R. Ables (ret.), and Dr. Ramesis M. Lorino, respectively, under two Presidents, Dr. Susana C. Cabredo and Dr. Fay Lea Patria M. Lauraya. On March 9, 2015 Dr. Arnulfo M. Mascariñas was elected by the BU Board of Regents as the 8th BU President. President Mascariñas designated Dr. Eddie S. See as the 4th College Dean of BUCBEM effective starting April 16, 2015 and Prof. Sonnie A. Ramos as its Associate Dean and Planning Officer.
On September 27, 2017, the BU Board of Regents approved the CHED Policies, Standards and Guidelines-compliant revisions in the College’s programs and majors. This Board action mainstreamed the programs of the college to only just four (4) – BS in Economics, BS in Accountancy, BS in Entreprenuership and BS in Business Administration (with majors in Management, Financial Management, Human Resource Management, Master in Entreprenuership, Master in Cooperative Management, Marketing Management, Microfinance, and Operation Management).
As of 2017, in the Graduate level, the college maintained the offering of Master in Management (MM), MM major in Human Resource Management, Master in Entreprenuership, Master in Cooperative Management, and Master in Economics and transferred to the Jesse Robredo Institute the Master in Public Administration, Ph. D. in Public Administration, and Ph. D. in Development Management Programs.
Anchored on the foundation and framework laid out in the earlier administrations, and guided by the Vision to become “a world-class university producing leader and change agents for social transformation and development”, the Presidency of Dr. Arnulfo M. Mascariñas and the Deanship of Dr. Eddie S. See successfully acquired all the Certificates of Program Compliance (COPC) of the college namely for the following, BS in Entrepreneurship, BS in Accountancy and BSBA Programs; PhD in Public Administration and PhD in Development Management graduate programs. During the period, CBEM has likewise raised the AACCUP Level II status of its four original programs to Level III phase I for phase II visit, its BSBA program to Level 1, its Master in Management Program to Level IV, and the Master in Economics to level II.
The Presidency of Dr. Mascariñas has witnessed an unprecedented massive recruitment and selection of faculty members and engagement in faculty development in the College. Fifteen (15) new faculty members were hired one (1) in the Department of Economics, two (2) in the Department of Entrepreneurship, three (3) in the Department of Accountancy and nine (9) in the Department of Business Administration. The college, since 2016 has granted ten (10) mentors of the Human Resource Development, two (2) for PhD in Agricutural Economics at the University of the Philippines in Los Baños, three (3) for Doctor in Business Administration at the Ateneo de Naga University, three (3) for PhD in Business Administration at the De La Salle University Dasamariñas, one (1) for PhD in Development Management in Bicol University and one (1) for Master in Accountancy at the Ateneo de Naga University.
CBEM offers an excellent environment and wholesome, meaningful experience through its varied intra-curricular and extra-curricular activities for students seeking future careers in Business Administration, Accountancy, and Economics.
Students have also the choice to join in defferent organizations, namely, Economics Society (EcoSoc), Operations Management Club (OMC), Junior Philippine Institute of Accountants (JPIA), Junior People Management Association of the Philippines (JPMAP), Junior Marketing Association (JMA), Junior Institute of Management (JIM), Junior Financial Executives (JFINEX), Peer Counselors Organization (PCO), and the Athletians. These organizations conduct community outreach. and academic and socialization events.

Bachelor of Science in Economics (Level 3 AACCUP Accredited)
The Bachelor of Science in Economics is in consonance with the need to keep it responsive to changes which occurs continuously in the socio-cultural environment, since its conception as one of the academic programs of the university, it underwent several revisions, the latest was 2001. The proposed revision was guided by observed strengths and weaknesses as experienced by the faculty, feedback from alumni and the labor market.
BS in Accountancy (Level 3 AACCUP Accredited)A ladderized program which provides the students with accounting and business-related knowledge and skill that will serve as basis for career anchors in commerce and industry non-profit organization, government service, academe, and public accountancy practice. The graduates of this program are automatically qualified to take the Government Licensure Examinations for CPAs as required by RA 9298 otherwise known as the Philippine Accountancy Act of 2004
BS in Entrepreneurship (Level 3 AACCUP Accredited)
A ladderized curricular program which provides technical and professional training for students to have proficiencies marketing, production, enterprise planning and competencies in establishing and managing business enterprises, be self-employed and generate employment for others.
As per BOR Res. 021 s. 2012
The program prepares individual to start and manage their own business. It aims to develop entrepreneurs who are motivated and knowledgeable in identifying opportunities, developing and preparing business plans and actually starting and managing a business. Graduates of the BS Entrepreneurship program should be able to have the orientation and motivation of an entrepreneur, identify business opportunities, prepare business plans and accomplish requirements to start a business and operate and manage a business effectively and efficiently.

The BS in Management aims to respond to global trends on developmental and its application in the various areas of management; prepare for career in business and provide with knowledge and skills desired by all types of employers; and provide the foundation for students who intend to enrol in the graduate programs.

The program aims to prepare the graduates for a career in the field of Human Resource Management in various corporations whether in the manufacturing, and service sectors, or in the different types of industries such as pharmaceutical, semi-conductor, food and beverage, banking industries and other types of organizations.
Built into the program is the normal evolution of Human resource (HR) profession at the various stages of development of an enterprise. At the infancy stages of development of an enterprise. At the infancy stage of a company, the HR organization is limited to perform the traditional functions in personnel management. As it grows, HR gets involved in the administrative processes to ensure policies, systems and procedures are in place to have consistency and order in handling and managing people. Thereafter, HR assists line managers in the acquisition and development of skills and competencies of employees before it engages in the more strategic directions of making its employees more competitive in the business environment given global competition.
BSBA major in Microfinance ( Level 1 AACCUP Accredited )
The program aims to prepare the graduates in the field of microfinance in various microfinance institutions (MFIs). As defined in the Poverty Alleviation Act, Microfinance is credit and savings mobilization program exclusively for the poor to improve the asset base of households and expand the access to savings of the poor. It involves the use of viable alternative credit schemes and savings programs including the extension of small loans, simplified loan application procedures, group character loans, collateral-free arrangements, alternative loan repayments, minimum requirements for savings, and small denominated savers’ instruments. A ladderized and competency-based curriculum (CBC) designed for frontline staff of microfinance institutions (MFIs).
Since the curriculum is ladderized the loan officer can continue his/her studies and earn a degree while working with the MFI. The ladderized CBC will follow the career path of the loan officers as he/she is promoted to senior loan officer, team leader or supervisor, branch/ unit manager, area manager and regional manager.BSBA major in Operations Management ( Level 1 AACCUP Accredited )

The program prepares the students for the acquisition of competencies and skills needed as managers in manufacturing and service oriented businesses. It focuses on managing the processes to produce and distribute products and services. Major overall activities often include product creation, development, organization and related activities including managing purchases, inventory control, quality control, storage, logistics and evaluation. A great deal of focus is efficiency and effectiveness of processes.
Operations management often includes substantial measurement and analysis of internal processes. Mascariñas, and our mother- Vice President for Academic Affairs Dr. Helen M. Llenaresas. I am the eldest sibling in this home, being its College Dean, I am Dr. Eddie S. See. Next to me is Prof. Sonnie A. Ramos, our Associate Dean and Planning Officer.I have other younger siblings and they are Prof. Nolan G. Belaro the Chairperson of the Entrepreneurship Department, Prof. Mark Francis G. Ng, Chairperson of the Accountancy Department, Dr. Melinda D. De Guzman, Chairperson of the Management Department and Dr. Ricardo M. Belgica, Chairperson of the Economics Department.My other siblings include Prof. Elmer A. Curriculum Vitae
EDUCATIONAL
In 2006, Zandro is one of the pioneer graduates of the emergent college of Bicol University, i.e., College of Business, Economics and Management (CBEM), from the BS Accountancy Department. He graduated magna cum laude, and he is CBEM’s first outstanding graduate and first university outstanding graduate coming from CBEM. At the same time, he is also the recipient of Ten Outstanding Students of the Philippines (TOSP) award in Region V. He is the 16th president of BU Junior Philippine Institute of Accountants (JPIA). Further, he is also a back-to-back Philippine Jaycees Youth Leadership Excellence awardee in 2002 and 1998. Finally, he also graduated valedictorian both in secondary and primary.
After graduation, he went to CPA Review (CPAR) School in Manila to prepare for the CPA Licensure Exam. He successfully passed the board exam in November 2006 as confirmed by the Philippine Regulatory Commission (PRC), Board of Accountancy (BoA).
In 2010, he completed his MBA from the University of the Philippines and part of the Top Ten of the graduating class. In 2008, he was granted scholarship from Wharton-Penn Club Philippines, Inc. (association of Wharton Business School Alumni of University of Pennsylvania).
In May 2016, he became a Certified Internal Controls Auditor (CICA) as confirmed by Institute for Internal Controls (IIC) from New Jersey, USA. In addition, in Nov 2016, he became a Certified Information Systems Auditor (CISA) as confirmed by Information Systems Audit and Control Association (ISACA) at Illinois, USA; after passing the ISACA’s toughest exam in September 2016 and being part of the top 20% of examinees worldwide.

He is referred to manage risk-based IT audit engagements in support of external financial audit, or purely IT internal audit for clients across various industries including but not limited to financial services (i.e., banks, stock market, insurance), manufacturing & logistics, merchandising & retail, container terminal IT operations, healthcare & medical services, agriculture, food & hospitality, government agencies (e.g., road & transport authority, health authority, local government), business process outsourcing & manpower services, utilities (i.e., power, water, telecommunication), media & advertising, and airlines & civil aviation. PERSONAL
Zandro was born in the town of Bulan, Sorsogon in 9 September 1984. He spent most of his academic life in Legazpi City until he migrated to Manila for the government licensure examination, and subsequently landed a job in Makati Central Business District. After working for five-years in Metro Manila and earning his post-graduate degree, he has been expatriated and became a resident of UAE.
His father, Maj. Randy Girado Gigantoca, is a retired PNP Chief Inspector, while his mother, Rolita Jimena Sipoy, is a retired Assistant Professor III from Sorsogon State College. He has five siblings.
Outside work, he enjoys travelling, island-hopping, and sometimes joining adventurous activities with family and friends. He is also fond of reading books, composing prose and poems, watching movies and TV series, and doing painting in oil, acrylic and mixed-media. He is also an active stock trader and real estate investor. Granted with more time, he engages in billiards, football and swimming.
