The Bicol University, through the Corporate Budget for the contract approved by the Board of Regents intends to apply the sum:Ninety Five Thousand Five Hundred Pesos Only (Php 95,500.00);being the Approved Budget for the Contract to payments for the contract:Provision for food packs for the BUIDeA first semester SY 2022-2023 Academic, Administrative and Coordination Meeting from August to December 2022

The Bicol University now requests proposals from bonafide suppliers to submit proposals for the:Provision for food packs for the BUIDeA first semester SY 2022-2023 Academic, Administrative and Coordination Meeting from August to December 2022

           

Procurement will be conducted through Negotiated Procurement – alternative methods of procurement specified and prescribed under rule XVI – Alternative Modes of Procurement, Section 53.9 – Negotiated Procurement (Small Value Procurement) of the Implementing Rules and Regulations of Republic Act No. 9184, otherwise known as Government Procurement Reform Act.

Supplier shall submit proposals on or before August 29, 2022 12:00nn to the Cluster 4BAC Secretariat, East Campus,Bicol University, Legazpi City.

Bicol University reserves the right to reject any or all the bids, waive any defect or informality therein, accept the bid and award the contract to the most advantageous offer to the Bicol University, for and in behalf of the project. Bicol University assumes no responsibility to compensate or indemnify the bidder for any expense or loss that may be incurred for the preparation of bids, nor does it guarantee that an award will be made.

About Us (IDA)

VISION AND MISSION OF THE INSTITUTE
The architecture programs were once part of Bicol University College of Engineering (BUCENG). To cope with the fast-changing trends in Architectural education, exactly after 40 years of existence, these programs were separated and achieved administrative and supervisory autonomy, then became one of the progenies of Bicol University- the Institute of Architecture or the BUIA, through the Bicol University Board of Regents Resolution No. 40, series of 2014.
The renaming of the BUIA to Institute of Design and Architecture BUIDeA is an initial step for the envisioned development of the Institute, and consequently adding academic programs (design courses), which shall be under the Department of Design. Thus, BUIDeA is an opportunity for development and a response to challenges of time specifically, the higher education roadmap.
The vision and mission of the University are as follows:
“A world-class university producing leaders and change agents for social transformation and development.”
 
“Give professional and technical training, and provide advanced and specialized instruction in literature, philosophy, the sciences, and arts besides providing for the promotion of scientific and technological researches (RA5521, Section 3.0).”
 
From the above VMGO the vision of the Institute was crafted, which are as follows:

To produce architects in the region who are globally competitive and responsive to the development trends of the built environment and to climate change adaptation.
 
GOALS:
To improve the quality of the Architectural Profession and Architecture Education in the Region.
 
Objectives
To produce competent and globally competitive architects putting emphasis on the role of the profession in the shaping of the built environment amidst the challenges of times.
To produce graduates with increased capacity for understanding theoretical concepts and contemporary issues of the various aspects of architecture advocating Filipino architecture and its indigenous expression.
To produce graduates with extended capability in identifying, developing, analyzing, and appraising solutions to a wide range of issues involving architecture putting emphasis on local climate adaptation.

HISTORY OF BU ARCHITECTURE
The BS Architecture Program was first offered in the Bicol University in 1977 and three decades since then it has produced over three hundred (300) architects that are well placed in jobs locally and overseas. Bicol University later has become the leading institution in the region offering the baccalaureate program in Architecture.
 
The Architecture Department started out as a “squatter” in various buildings in the University like the MP Building, Gabaldon Building and the present College of Science building. Fortunately, the Present Architecture Building was built in 1997 during the incumbency of Dr. Lylia Corporal-Sena as university president and since then the department had its home.
The existence of BU Arki from 1975 to 2015 laid down the foundations to its transformation to the BU Institute of Architecture as it continues its metamorphosis to an independent college of the Bicol University.
In November 24, 2014 the BU Board of Regents by virtue of BOR Res. 40, 2015 during the watch of Dr. Fay Patria M. Lauraya, SUC President IV finally detached from the College of Engineering. One of the progenies that were shaped by the growth of the institution is the Bicol University Institute of Architecture (BUIA). Once part of Bicol University College of Engineering or (BUCENG), BUIA achieved administrative and supervisory autonomy in November 26, 2014, to cope with the fast-changing trends in Architectural education.
After 40 years of being a Department, it became fully independent with Ar. Reynaldo
O. Nacional Jr. served as the very first director of the Institute. From a decent 200 students prior to the separation from BUCENG, it has now 600 enrollees with 8 Blocks for Freshmen. Correspondingly, the institute is now catering Master in Architecture Program with almost 50 enrollees last SY 2020, to carry on its progressive role in the practice of architectural profession in the region. As a result, Bicol University Institute of Architecture is the leading institutions in the region that maintained relevance and excellence in the field of Architectural Education. But in spite of this milestone, Ar. Reynaldo O. Nacional Jr. succumbed to a cancer and eventually led to his untimely death in January 8, 2020. The Bicol University Institute of Architecture will always be attributed to the hard work and dedication by Arch. Reynaldo Oringo Nacional Jr. He dreamed and realized the distinct delineation of Architecture Program from the BU College of Engineering. Hence, the term “Institute” will be marked in the history as a dedication to the late director.
The year 2020 will be remembered as the most unprecedented time in the history of modern world because of the emergence of COVID19 virus. Since then, the virus has spread to other countries, inside and outside of Asia, leading the World Health Organization (WHO) to declare this as a pandemic. Up to this writing, the novel coronavirus — called severe acute respiratory syndrome coronavirus COVID-19
  • has been responsible for millions of infections globally, causing millions of deaths.
And in the height of Pandemic, a new Director of the Institute was appointed by the BU President Dr. Arnulfo M. Mascariñas, in the person of Ar. Leo A. Del Rosario, a graduate of BS Architecture in BU and Master in Architecture in UST Manila. He is an Associate Professor and served the university for almost 25 years. He was assigned at BU PDMO Physical Development Office for 15 years as Head of Planning and Design Section. During his stay, he was able to design at least 25 BU structures including the Landmark BU Torch at main campus. But even with so hectic schedule in accomplishing his works as University Architect, he is still part of the BU Architecture Department as Professor have few subjects to teach Architecture students.
During his early months in the office, he proposed that the Institute must envisions itself to further take the opportunity to expand its horizon in other facet of professions that are related to architecture or built environment and design. These opportunities for improvement are anchored on the emerging challenges to higher education sectors which are: the higher education road map; the ASEAN integration; K-12; adoption of alternative learning systems; accreditation of academic programs; adoption of outcome-based education; and establishment of additional COEs/CODs. To add, the ever-changing climate and the COVID-19 pandemic stimulates all SUCs to develop a responsive and strategic program development to at least retain the comfortable built environment being drastically changed by new normal. He proposed to change the name of BUIA to BUIDeA. The change of name will be the

baseline to become a world-class Institute on which it will be re-organized by adding new academic programs in Design aside from the existing BS Architecture, MS Architecture (Planning) academic offerings.
After several consultations with the faculty, students and stakeholders, he presented it to the BU Academic council, was forwarded to the BU Board of Regents and eventually approved last March 16, 2021. It is now known as Bicol University Institute of Design and Architecture (BUIDeA) and hopes to be at par with the international universities.
The Institute having thorough understanding of the trends in the built environment and design industry, and the progressive development of various Architecture institutions in the country, is confident that the unit will unceasingly expand and develop into one of the most vibrant providers for architectural education not just in the region but in the whole country offering relevant program in the facet of built environment design. Its aspiration to be of service to the aspirants of design field is so strong within the collective vision of the members of the faculty. Hence, it aims to offer programs related to design of built environment in the near future.
The New revitalized Institute (BUIDeA) will be hosting three (3) Academic Programs such as, Architecture, Planning and Design. The Architecture Program has existed since 1975 focused mainly on Heritage Conservation and architectural design addressing climate change issues, while the MS Architecture Graduate Program, which has started in 2008, focused on Physical Planning. These three programs are interconnected and will all contribute to profession of every architecture graduate. In the future, it will offer specialized graduate and undergraduate programs focused on design and planning-based disciplines.
As of this writing, Ar. Leo A. Del Rosario continues to work in fulfilling his dream for the Institute to be at par with Top architecture schools in the country. Recently, he was able to connect with BU Alumni to help realized this dream. The Security Bank Foundations Inc. with ELA Builders donated a Six Classroom Two Story Steel Building worth P13M which will commence anytime this school year 2021.
Presently, he is supported by about 12 Regular faculty members and very talented
18 faculty part timers and professorial lecturers.

The Bicol University now requests quotations from bonafide suppliers to submit proposals for the Supply and Delivery of Anti-COVID Supplies and Materials to be used in GAD Activities.

About Us (CAF)

History

The Guinobatan Rural High School was established in 1912 and held its first classes on June 3, 1912 . It was renamed as Guinobatan Rural High School in 1927; Roxas Memorial Agricultural School in 1950; Bicol University College of Agriculture (BUCA) in 1969 through RA 5521 and now known as Bicol University College of Agriculture and Forestry (BUCAF) because of the offering of Bachelor of Science in Forestry which started in 1991.

To give professional and technical training and provide advanced and specialized instruction in literature, philosophy, the sciences and arts, besides providing for the promotion of technological researches.

Goals of BU College of Agriculture and Forestry

Produce employable graduates of relevant and responsive curricular programs in agriculture, forestry, environment and other agriculture-related programs;

Generate and transfer scientific knowledge and technologies that are responsive to poverty alleviation, food security, economic productivity and sustainable development of resource-limited communities;

Generate and expand the productive resource capacity and entrepreneurial capability of the college;

Provide efficient and effective organizational support service delivery system and management;

Provide adequate physical facilities and utilities that are supportive of the mandated institutional functions of instruction, research, extension and production.

Facilities

BUCAF has a human resource pool totalling to 62 teaching and 35 non-teaching personnel with varying fields of specialization in support to the academic and academic-related functions and programs of the college. The human resource capability is being continuously upgraded through a system of recruitment and staff development in both the degree and short term training programs undertaken here and abroad.

Through the years the college was able to source out and build on its physical resources to ensure the delivery of services to its clientele and the community.

BUCAF’s land area totals to 127.33 hectares: 47.11 ha for the main campus and 80.22 ha for the Mauraro campus. Mt. Masaraga also provides a facility especially for the forestry students and other related activities of the college.Classrooms, offices, laboratories, workshops, instructional, recreational and housing facilities are continuously being built or improved to meet the operational requirements for instruction, research and extension. The production ventures are also being expanded to increase income generation that could reinforce the regular budget of the college.
