By virtue of Republic Act No. 5521 Section 6, the Bicol University College of Nursing was established. It was one of the colleges opened during the presidency of Dr. Ricardo A. Arcilla, the first president of Bicol University. Dr. Mauro Nieva was appointed the Officer-in-Charge of the College per Office Memorandum No. 9s. 1973 dated March 1, 1973. The College of Nursing was formally inaugurated on July 09, 1973.

The College in the pursuit of excellence and quality of nursing education submitted for regular accreditation to Accrediting Agency of Chartered Colleges and Universities in the Philippines (AACCUP) since 1996 and presently the accreditation status is BS Nursing Level IV-Re-accredited effective Oct. 1, 2019, to September 30, 2023.

It was in April of 2015, when the Commission of Higher Education called for submission of applications for centers of excellence and center of developments. Under the deanship of Dr. Emerlinda E. Alcala, the College bravely submitted its application. It was on May 17, 2016, when Bicol University Main Campus was designated Center of Development starting January 1, 2016.
