             It is my 400th day in my office as a Director of the Institute while I am writing this message. Day one was full of imaginations, trying to make difference and somehow to create a legacy, and to have lots of excellent outputs. And so, what I did? I asked every Dean and leader of the University: “PLS. HELP AND TUTOR US!” For I always believe that to accept that you do not know is the beginning of knowledge. My very first activity if I can recall was to meet the East Campus support staff. I told them to help me as the BUIA driver, because I am taking a road which I have never been before. And as the days went by, I am beginning to love what I am doing. Maybe because of the overwhelming support other University Heads, Deans and Directors who eventually became my new friends.

            To all the students and would be students of BU Institute of Architecture, my warmest congratulations to all of you. You were able to make it to the premier university in this part of the country. Within the 51 years of productive operation as state-funded higher education institution, Bicol University flourished immensely as a premier tertiary institution in the Region. It has been the cradle of the region’s notable engineers, architects, government leaders, educators, scientists, technologists, accountants and other professionals. With its given privilege, the university continuously served as catalyst of social, cultural and economic transformation through its mission to educate young minds. The remarkable growth of the institution steered the creation of colleges, units or campuses that are distributed in seven locations in molding the promising young mind of the region.

               One of the progenies that were shaped by the growth of the institution is the Bicol University Institute of Architecture (BUIA). Once part of Bicol University College of Engineering or (BUCENG), BUIA achieved administrative and supervisory autonomy in November 26, 2014, to cope with the fast-changing trends in Architectural education. From a decent 200 students prior to the separation from BUCENG, it has now 600 enrollees with 8 Blocks for Freshmen. Correspondingly, the institute is now catering Master in Architecture Program with almost 50 enrollees this SY 2020, to carry on its progressive role in the practice of architectural profession in the region.

              Bicol University Institute of Architecture is the leading institutions in the region that maintained relevance and excellence in the field of Architectural Education. This change can be directly attributed to fast paced technological advancement, current issues, new enacted laws, climate change, environmental sustainability and the diversity of contemporary societal needs. Of these, the architectural profession has been most dramatically affected in the economic depression since 2020 brought about by Pandemic and other issues, owing in large part to its dependency on the well-being of the construction industry. The emergence of a pandemic brought unprecedented disruptions in the lives of the entire world population.  Society had change into a new normal. The key to the challenge to this new normal is to embrace, adapt the changes and be resilient. Architect-academes and design professionals need to be responsive to the realities of changes to ensure a safe, healthy and livable environment for the future generations to behold. Local responses, no matter how seemingly insignificant, are still valuable contributions to the mitigation of the global phenomena, such as pandemic and other similar health crisis. While the need has always existed for educational preparation in the areas noted, it has been dramatically underscored through the years resulting in the re-evaluation of curriculum and pedagogical methodology in virtually every architecture, design and planning program in the country.

So again, may I say congratulations and thank you for choosing BU as your school to prepare yourself to realize your dream, and eventually be an architect. But to be an architect is to see possibility where others don’t, to imagine things differently, and to have the tools and the discipline to turn even the most outlandish ideas into tangible reality. To be an architect is to engage the world, and to change it. That’s why we’re here. And that’s what you will learn to do in the Architecture degree at Bicol University Institute of Architecture.

            So, allow me to share to you our vision for the future of BUIA. Since Day one we had envisioned to have an institution of L.E.O. (Lots if Excellent Outputs). Along with the BU’s vision of producing leaders and change agents for social transformation and development, the Bicol University Institute Architecture (BU-IA) promotes responsive and efficient academic curricular offerings as required under RA5521. The contributions of Bicol University and our institute in particular to regional and national developments, the University’s performance and transformation continually being responsive to the challenges of time.

            Allow us to be part of your dreams. Let us turn these visions to reality. With the very strong support of the existing faculty core and collective vision, and your dedications to pursue your dream will definitely create a lot of opportunities for interdisciplinary initiatives. From service-learning courses or projects for students, joint research efforts and new directions for faculty members. We envisioned a faculty and students who have a common interest in the design, planning and construction of buildings, environments, objects, and visual forms of communications. Our program will prepare you to think and act both globally and locally, and to see opportunities. Together, we can imagine and achieve excellence.

          The Year 2020 will be remembered as the most challenging times in the history of modern world. Each of us is experiencing these unprecedented global situations that nobody is spared. Our government, businesses, schools, students, our lives was completely changed. Last Year during our anniversary we initiated our motto: IA (Imagine and Achieved), this time we used IA (Initiate Actions). We witnessed some significant actions for the last 9 months. Such as repair and improvements of our buildings, and introduced some new policies for the betterment of our students, and other changes.

            And soonest we will have a new Academic building. Last August 2020, yours truly being the Director, I sought the assistance of BU Alumni to take part of the physical development of the Institute. Mr. Edgar Acebuche, the proprietor of ELA Builders, a very successful Contractor, BU Architecture batch 92, introduced the BUIA Director to the Security Bank Foundations Inc. for the possible donations of School Building. Consequently, it was approved last January 2021. The Project is a provision of a 2 STOREY, 6 CLASSROOMS SCHOOL BUILDING with each classroom measuring 7 m x 9 m in accordance with the approved specifications adopted by SBFI from DepEd. Security Bank Foundation school building features a steel structural frame and corridor railings, steel door panel, and powder-coated aluminum windows jambs. Each classroom comes with fixed blackboards, six sets of troffer lights, and four orbit fans. The building has comfort rooms in the ground floor for female, male and PWD students and in the second floor for female and male students. Each comfort room has wash area, cubicle and toilet with bidets. Male comfort rooms have areas for urinal.

Indeed, this is (IA) Initiating actions! We have so much to be thankful to God despite of this very difficult times we are experiencing, “Yes we can! Change we can!” What is probably good about the Pandemic thought us? We were able to learn to CHANGE! We were lockdown in our homes but we do not stop to serve. We keep going! Even when the going gets tough, the tough get us going. And to me, that is the most positive thing that the Pandemic gave us: We are collectively learning to change and adapt to these new normal. But there is hope and there is a light. I believe if we initiate change (from within ourselves) there will be growth. For Change is equal to Growth. We see that world had change!

            This current Pandemic time is a challenge, yet an exciting one, as the beginning of a new way to practice architecture, and as an unprecedented moment for innovation in architecture education. We are positive not about the Covid 19 virus! But positively want to wish to produce the next generation of leaders in architecture and design. We can see a range of paths out of this current crisis and hopefully will suggest to change new ideas for the future.
