2nd BU President

The Strategist

Judge Aquilino P. Bonto, known as “The Strategist,” was named the second BU President from 1980 to 1988. During his presidency, significant changes occurred, including the decentralization of the administrative and financial management of the university; thereby endowing colleges, campuses, and institutes with more autonomy.

       A Medium-Term Development Plan was initiated. During his presidency, the university offered 34 curricular programs. Notably, the Regional Institute of Fishery Technology was founded within the College of Fisheries in 1981, and BU’s College of Agriculture became a pilot institute for the Agricultural Technology Education Program.

       The year 1987 was significant to the BU College of Agriculture (BUCA), for it was the time when the institution was chosen as one of the implementers of the Agricultural Training Institute of the Agricultural Technology Education Program by the Department of Education, Culture, and Sports. It was funded by an Asian Development Bank loan, and BUCA served as a pilot provincial Technological Institute in Agriculture.

       Significant financial support was also received from the Japanese government for a Language Laboratory and Audio-Visual equipment. During his tenure, BU College of Education was recognized as a Center for Development for Special Teacher Education and Elementary Education in the region.
