PCAARRD-STII project taps nationwide Consortia, includes BCAARRD

Spearheaded by two Department of Science and Technology (DOST) led agencies: the Philippine Council for Agriculture, Aquatic and Natural Resources Research and Development (DOST-PCAARRD) and the Science and Technology Information Institute (DOST-STII), a virtual inception meeting on March 16 took place as its joint project reaches 3rd phase.

The said phase entitled Accelerating DOST-PCAARRD Knowledge Network of eLibraries (AKNeL), is the continuation of the project, “Developing the DOST-PCAARRD Innovation and Technology Center eLibrary.”

PCAARRD invited the Bicol Consortium for Agriculture, Aquatic and Natural Resources Research and Development (BCAARRD), along with its host agency – Bicol University (BU), to attend the meeting and ensure the success of the project.

BCAARRD was represented by its Knowledge Management Coordinator, Ms. Maria Luisa U. Tango, while BU was represented by University Librarian, Ms. Glenda Aurora S. Juliana.

AKNeL’s project duration stands at 12 months and started last January 1, 2021 and will end on December 31, 2021, with Mr. Alan C. Taule as the project leader.

Mr. Taule stated that the purpose of the project is to facilitate the organization, digitalization, processing, and resource sharing of AANR resources among the stakeholders and make them more broadly accessible online.

The benefits of establishing the network includes avoiding duplication of efforts as it streamline the work processes. The network also has a greater visibility and appreciation and it provides more joined up service delivery with a single user interface.

Moreover, it’s objectives are to hasten the establishment of the Knowledge Network of eLibraries using SLIMS as a common portal for AANR resources generated from DOST-PCAARRD-supported projects and created by its stakeholders; enhance/improve the SLIMS feature to be more user-friendly; facilitate easy access of AANR resources using mobile app Online Public Access Catalog (OPAC); Make accessible to the public the journal and other knowledge resources generated from different DOST-PCAARRD projects and created by its stakeholders; Capacitate consortia base agency library personnel on the use and administration of SLIMS ; and promote and market the DOST-PCAARRD eLibrary.

The expected outputs of the project are the 6Ps: Products, Publications, People and Places, Policy, Places and Partnerships, and Patents.

The presence and cooperation of the different consortia in the nation and the other partner agencies of PCAARD is critical to the success of the project as it aims to establish the network of eLibraries using the DOST-STII-developed Science Library Information Management System (SLIMS).

Thousands of AANR-related publications that are funded by DOST-PCAARRD and are packaged in different forms such as journals, books, articles, and theses, among others, can be found in the said portal.

The project also aims to enhance the portal and target its responsiveness, corporate branding, and the navigation to be simplified for it to be adaptive.

STII also presented the status of encoding of AANR materials in the SLIMS and stated that six consortia have started encoding AANR resources in the SLIMS and a total of 170 records were already encoded. Unfortunately, five consortia have yet to encode their materials. Their reasons for not yet encoding includes the SLIMS not being installed yet in their respective consortia library, the wait for the project to commence on 2021, the updating of the KOHA system, and no manpower to encode the materials.

Still, 10 consortia are willing to share their AANR resources in public and have already published online. This will greatly contribute to the establishment of the project and its future commercialization on its new normal.
