
RAISE Bicol extends partnership to various BCAARRD CMIs
To provide assistance to the Bicol Consortium for Agriculture, Aquatic and Natural Resources Research and Development (BCAARRD), the Regional Agri-Aqua Innovation System Enhancement (RAISE) Program partners with Consortium Member Institutions (CMIs).
A total of eight (8) CMIs form the program and they are: Bicol University (BU), Camarines Norte State College (CNSC), Central Bicol State University of Agriculture (CBSUA), Camarines Sur Polytechnic Colleges (CSPC), Catanduanes State University (CatSU), Sorsogon State University (SorSU), Partido State Univeristy (ParSU) and, Dr. Emilio B. Espinosa, Sr. Memorial State College of Agriculture and Technology (DEBESMSCAT).
The said program mirrors the functions and initiatives of the Department of Science and Technology – Philippine Council for Agriculture, Aquatic and Natural Resources Research and Development (DOST-PCAARRD) Innovation and Technology Center (DPITC) in the regions by providing assistance to the regional consortia on Intellectual Property (IP) management and transfer of technologies of CMIs.
With the leadership of Engr. Christopher O. Pacardo of Bicol University, the RAISE Program has four (4) projects, with the first project having seven (7) sub projects.
The program, which has a budget of P23,400,000,000 and began in January 2022, will run for two (2) years.
For RAISE’s economic impact, the program advocates for an effective IP management in the AANR; gradually building up the creation of an innovation ecosystem in the AANR; generating estimated savings for the target filing of 80 IP applications; the output will somehow contribute to the Country’s Global Innovation Index (GII); and, Commercialization Mentorship Series at P400,000 (a conservative estimate, equivalent to 8 patent applications only). Hence, the skills gained by the target 100 graduates shall be valued at P40M.
For its Social Impact, The RAISE program is expected to cultivate innovative mindsets as a game-changing asset for organizations as well as individuals; register IPs of the mentor agency and CMIs; have a centralized database of the of protected and commercialized AANR technologies in the Bicol Region as well as a knowledge hub for technology/IP generation, protection and commercialization; and, accelerate support to start-up and spinoff companies offering AANR technologies.
Relatedly, a recently concluded IP Master Class was able to welcome 14 new graduates from the seven partner CMIs of RAISE Bicol. The said IP Master Class was hosted by DOST-PCAARRD in partnership with the Intellectual Property of the Philippines (IPOPHL), Association of PAQE Professionals (APP) and CMIs of the RAISE Program.
