Training on RA 9184's update IRR conducted by BU-BAO and JMRIGD

Being one of the Governing Public Procurement Board (GPPB) authorized training agency in the Bicol region, Bicol University, through the partnership of the BU Business Affairs Office (BAO) and the Jesse M. Robredo Institute of Governance and Development (JMRIGD), held a Training on the 2016 Revised Implementing Rules and Regulation (IRR) of Republic Act 9184 –better known as the ‘Government Procurement Reform Act’.

The said training was a four-day seminar from February 19 to 22, held at ADS Catering in Legazpi City, and was attended by government officers and employees involved in the procurement process. The event began with opening remarks delivered by Prof. Jerry S. Bigornia in behalf of BU President Dr. Arnulfo M. Mascariñas.

On the first day of the seminar, BU’s Chief Administrative Officer and GPPB Accredited Trainer Atty. Norly Reyes gave an introduction of RA 9184 and it’s IRR, specifically on its General Provisions, the composition of the Bids and Awards Committee (BAC), and the roles and responsibilities of every BAC member.

Atty. Reyes also talked about Procurement Planning, particularly the preparation of the Project Procurement Management Plan (PPMP) and the Annual Procurement Plan (APP), as well as the submission of the APP Common-use Supplies and Equipment (CSE).

Moreover, the Admin Officer also discussed the Legal Environment of Procurement, including the accountabilities of the BAC, Common Procurement Frauds, and the GPPB Non-Policy Matter Issuances.

During the second day of the training, BU’s Internal Quality Assurance Director and GPPB Accredited Trainer Engr. Medel E. Aligan talked about principles on Procurement of Goods and Services. Under the said topic, he discussed Procurement Procedures and Preparation of Bidding Documents.

In the afternoon of the same day, Atty. Reyes returned to teach about Alternative Modes of Procurement. After Engr. Aligan and Atty. Reyes’ training sessions, the two resource persons, along with facilitator Ms. Analiza M. Moralejo, headed the conduct of the workshops.

The third day of the training focused on the topics of Procurement of Consulting Services and Civil Works, which were discussed by Engr. Aligan. The discussion were followed by workshops on document preparation, facilitated by Engr. Aligan and Ms. Julieta V. Mojados.

On the final day of the seminar, Engr. Aligan returned to discuss the Agency Procurement Compliance and Performance Indicator (APCPI) preparation. The final workshop for the training was facilitated y Engr. Aligan and BAO Director Dr. Viola L. Amano.
